Introduction To Saksham Yuva Yojana

According to the 2025 Periodic Labour Force Survey (PLFS) report, India’s unemployment rose to 5.6% in May from 5.1% in April. While these figures represent the present scenario, unemployment has been a long-standing challenge in the country. To address this persistent issue, the Haryana State Government launched the Saksham Yuva Yojana (SYY) in 2016. The scheme aims to support educated unemployed youth through financial assistance, temporary work employment opportunities, and skill-building platforms. 

Launch And Background Of Saksham Yuva Yojana

The Haryana Government introduced the Saksham Yuva Yojana on 1st November 2016 with the objective of creating better employment opportunities for the state’s youth. The scheme seeks to reduce their financial stress while helping them develop or hone skills and gain exposure to real-world work environments. 

The scheme operates in a systematic manner: all government departments, colleges, boards and corporations are required to notify the State Employment Department about vacancies. The department, in turn, informs registered graduates through SMS and email. 

Saksham Yuva Yojana has two key components:

  1. Unemployment allowance: Monthly financial assistance is provided to candidates until they find a permanent job. 
  2. Honorarium: Registered candidates are often given temporary work assignments with an honorarium. This not only provides income but also gives them practical exposure and fosters a culture of continuous learning. 

Eligibility Criteria For Saksham Yuva Yojana

To be able to complete the Saksham Yuva Yojana Haryana registration, candidates must meet the following conditions:

  • Domicile: Must be a resident of Haryana
  • Employment Exchange Registration: Must be registered with the Employment Exchange (registration should be done online at hrex.gov.in)
  • Educational qualification:
    • Graduate/postgraduate degree must be obtained through regular courses from recognized universities in Haryana, UT Chandigarh, NCT Delhi, or Punjabi University Patiala
    • 10+2 must be passed as a regular student from BSEH (Bhiwani), CBSE (Delhi), or ICSE (Delhi) schools located in Haryana or UT Chandigarh

Note: Degrees from correspondence or open schooling are generally not eligible (except for candidates already enrolled before the rule change).

  • Age limit:
    • 18–35 years for 10+2 applicants
    • 21–35 years for graduate/postgraduate applicants

Other criteria: 

  • Must not be studying full-time in a regular course
  • Must not be employed
  • Must not have been dismissed from government service
  • Family income should be below ₹3 lakh per year

The scheme offers monetary assistance to youth through unemployment allowance and honorarium as follows:

Note: Honorarium corresponds to 100 hours of work per month in government departments and is available for a maximum of three years or until age 35, whichever is earlier.

Step 2: Click on ‘Free Job Seeker’s Registration’.

Step 3: Click on ‘Proceed with registration’ after carefully reading the instructions. 

Step 4: Fill out the application form that you are redirected to and submit it. 

Step 5: Upload the required documents within 15 days of application. 

Step 5: Visit the official Saksham Yuva Yojana page, fill out the final form, and submit it.
