What is Pradhan Mantri Garib Kalyan Yojana?
80% of India's 570 million workers are in the informal economy no written contracts, no job security, no social protection. When work stops, so does income.
India has long needed a mechanism to deliver direct support to its most vulnerable not through institutions or intermediaries, but straight to the people who need it. Pradhan Mantri Garib Kalyan Yojana (PMGKY) was built to be that mechanism: a way for the government to step in during a crisis and ensure that the poorest households have food, income and basic financial protection when everything else falls through.
This scheme was introduced by the Union Finance Ministry on two separate occasions 2016 and 2020 each time responding to a different crisis.
The 2016 version was a tax amnesty scheme, giving individuals with undisclosed income a chance to declare it voluntarily, pay a 50% penalty and avoid prosecution. The intent was to bring black money into the formal economy and redirect those funds towards welfare spending.
The 2020 version was a direct response to the COVID-19 lockdown. When millions of migrant workers, daily wage earners and rural families lost their income overnight, the government responded with a ₹1.70 lakh crore relief package covering food, cash and employment support.
The food security component Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY)—remains active and has been extended through December 2028, covering 81.35 crore beneficiaries.
