How to Apply for a Learner's Driving License?

As per the Motor Vehicles Act, 1988, it is mandatory to have a driving licence to operate any two-wheeler or four-wheeler on public roads in India. Driving without a license is a punishable offence, which may include a fine and, in some cases, a short period of imprisonment. However, before obtaining a permanent driving licence, you must first apply for a learner’s licence and pass the required driving test. What is a learner’s licence?

Issued by the Regional Transport Office (RTO), a learner’s license is a provisional permit necessary for obtaining a driving license. This document is valid for six months and can be applied for by anyone willing to learn to drive and is above the specified age. You can apply for a permanent driving licence after holding a learner driving license for at least 30 days. 

Eligibility criteria

To apply for a learner’s licence in India, you must meet the following criteria: 

For cars and motorcycles with gear

• Should be at least 18 years old
• Should have knowledge of traffic rules and regulations
• Should possess valid age and address proof

For motorcycles without gear (Engine capacity up to 50cc)

• Should be at least 16 years old
• Should have written consent from a parent or guardian 
• Should have knowledge of traffic rules and regulations
• Should possess valid age and address proof

For heavy commercial vehicles

• Should have successfully passed the standard eighth examination 
• Should be at least 20 years old 
• Should hold a valid training certificate from any government or state-affiliated training school

Required documents

When applying for a learner’s licence, you must submit the following documents: 

1. Form No. 1, which is a self-declaration form certifying your physical fitness
2. Form No. 2, which is a common application form for learner’s licence, driving licence, renewal of driving license, change of address/name, etc. 
3. Proof of age, such as your birth certificate, school leaving certificate, or Permanent Account Number (PAN) card
4. Proof of address, such as your Aadhaar card, voter ID card, passport or utility bills
5. Recent passport-size photographs

You can apply for a learner’s licence either online or offline. 

Nine steps to apply for a learner’s licence online

Step 1: Visit the official website of Parivahan Sewa by the Ministry of Road Transport and Highways in India.

Step 2: Navigate to Online Services > Driving Licence Related Services and select your state.

Step 3: Click on ‘Application for New Learner’s Licence’ from the learner licence menu. 

Step 4: Duly fill and submit the application form. 

Step 5: Scan and upload the required documents.

Step 6: Book an appointment slot for the learner’s permit test 

Step 7: Pay the application fees and save the receipt. The amount may vary across states.

Step 8: Visit the RTO on the scheduled date with your original documents to take the test. 

Step 9: Upon passing the test, you will receive your learner’s licence, which will be valid for six months. 

Five steps to apply for a learner’s licence offline

Step 1: Visit the nearest RTO with all the necessary documents. 

Step 2: Request a form or download it beforehand, duly fill it and submit it along with the documents. 

Step 3: Pay the required fees. 

Step 4: Book a slot for your learner’s licence test. 

Step 5: Visit the RTO on the scheduled date and appear for the test. On passing the test, you will receive a learner’s licence with a six-month validity. 

Learner's licence test

The learner's licence test can be taken online or offline. It usually consists of 15 multiple-choice questions covering road signs, safety rules, and basic traffic regulations. You get 30 seconds to answer each question and must score a minimum of 60% to pass the exam. In case of an unsuccessful attempt, you can retake the test after seven days.
