What is a Tatkal Passport?

‘Tatkal’ is a Hindi term that means ‘immediately.’ Most people are familiar with Tatkal train tickets, which allow passengers to book a seat for last-minute travel, typically within 24 hours. Obtaining a passport through the regular process can take anywhere between 30 and 45 days. Thanks to the Tatkal passport scheme offered by the Ministry of External Affairs, applicants can receive their passports within one to three working days. Designed for immediate processing, the Tatkal passport scheme significantly reduces the processing, verification and issuance time compared to the standard process. This fast-track service is especially helpful for people with urgent travel needs related to work, education, medical emergencies or other personal reasons.

Who is eligible for a Tatkal passport?

The Tatkal passport scheme is generally open to Indian citizens, both minors and adults, who do not have a criminal record. However, strict checks are in place to prevent the misuse of the service. The government approves a Tatkal passport only after evaluating the applicant’s documents to ensure they meet all eligibility and verification requirements. 

Applicants Ineligible for a Tatkal Passport

Below is a list of individuals who are not eligible to apply under the Tatkal scheme: 

• Applicants undergoing a significant name change
• Applicants whose current address falls outside the jurisdiction of the Regional Passport Office
• Applicants who have been repatriated to India at the government’s expense
• Applicants of Naga origin, including minors and those residing outside Nagaland
• Applicants of Jammu and Kashmir origin, including minors
• Applicants deported to India or those who travelled using an Emergency Certificate
• Applicants with an adverse police report 
• Applicants who lose their passports often 
• Applicants who have a history of traveling with a fake or forged passport 
• Applicants involved in certain specified criminal court cases 
• Applicants who are put on a government watch list
• Minors submitting Annexure C 
• Minors with a single parent
• Children adopted by Indian or foreign parents
• Children born out of wedlock and have a single parent
• Children born through surrogacy 
• Citizens of India by registration or naturalisation 
• Applicants reapplying in case of a lost or stolen passport 
• Applicants reapplying for a short-validity period 
• Applicants reapplying because their passport is damaged beyond recognition   
• Applicants reapplying for changes in gender, appearance or signature
• Applicants reapplying to correct their date or place of birth
• Applicants reapplying for a change in father’s, mother’s or spouse’s name

Key Features of a Tatkal Passport

What sets a Tatkal passport apart is its fast processing time. Here are the key features of the scheme: 

1. Short waiting period: The Tatkal passport issue time is typically between one to three working days from the date of appointment, depending on the documents submitted and the status of police verification. This is particularly helpful for individuals with urgent travel needs. 
2. Police verification flexibility: While a standard passport is only issued after police verification, a Tatkal passport can sometimes be issued before verification, depending on the applicant’s documentation and record. 
3. Higher fee: Due to the expedited processing, the Tatkal passport comes with a higher fee. Applicants must pay an additional ₹2000 over the regular application fee. For instance, a 36-page passport that costs ₹1500 under the normal scheme would cost ₹3500 under Tatkal. 
4. Appointment rescheduling limitations: For regular applications, appointments can be rescheduled twice within a year of the first appointment date. However, with effect from 1^st April 2023, Tatkal passport applicants can reschedule only once annually. 
5. Stricter documentation: Given the possibility of bypassing pre-police verification, the documentation requirements of the Tatkal scheme are stricter. Applicants are required to submit stronger identity proofs and a self-declaration form (Annexure I).

Documents needed to apply for a Tatkal passport

Individuals applying for a Tatkal passport must submit more comprehensive documentation than those applying through the standard process. Below is a detailed list of required documents: 

Any one proof of address, such as: 

• Aadhaar card 
• Utility bill
• Income Tax Assessment Order
• Voter ID
• Bank passbook
• First and last page of parents’ passport (for minors)

Any one proof of birth, such as: 

• Aadhaar card
• Driving licence 
• Permanent Account Number (PAN) card
• School leaving certificate 
• Birth certificate

In addition to these basic documents, Tatkal applicants must mandatorily submit the following documents:

Applicants below 18 years of age (Any two)

• Aadhaar card
• PAN card
• Student photo ID issued by a recognised educational institution 
• Birth certificate 
• Ration card
• Last issued passport (in case of reissue) 

Applicants over 18 years of age (Any three)

• Aadhaar card

• Elector’s Photo Identity Card (EPIC) 
• Valid driving licence

• Service photo identity cards issued by governments, public sector undertakings, local bodies or public limited companies
